Pengaruh praktik manajemen sumber daya manusia dan pemanfaatan teknologi terhadap kualitas layanan publik kantor Desi Cileungsi

Abstract
This study aims to analyze the influence of HRM practices and technology utilization on the quality of public services at the Cileungsi Offices, Bogor Regency. The background of this research highlights the importance of fast and accountable public services, which can be achieved through professional HRM and optimal use of technology. This study employs a quantitative method with total sampling, data collection through questionnaires, and analysis using Partial Least Square (PLS). The findings indicate that human resource management practices and technology utilization have a positive and significant effect on public service quality, both partially and simultaneously. These results emphasize that the combination of effective HR management and optimal technology use can enhance the quality of public services, particularly at the village level. This study is expected to serve as a reference for village governments in designing service improvement strategies based on HR capacity building and digital transformation.
Penelitian ini bertujuan untuk menganalisis pengaruh praktik manajemen sumber daya manusia dan pemanfaatan teknologi terhadap kualitas layanan publik di Kantor Desa Cileungsi, Kabupaten Bogor. Latar belakang penelitian berangkat dari pentingnya pelayanan publik yang cepat, dan akuntabel, yang dapat dicapai melalui pengelolaan SDM secara profesional dan pemanfaatan teknologi yang optimal. Penelitian ini menggunakan metode kuantitatif dengan teknik total sampling, pengumpulan data melalui kuesioner, dan analisis menggunakan Partial Least Square (PLS). Hasil penelitian menunjukkan bahwa praktik manajemen SDM dan pemanfaatan teknologi berpengaruh positif dan signifikan terhadap kualitas layanan publik, baik secara parsial maupun simultan. Temuan ini menegaskan bahwa kombinasi antara pengelolaan SDM yang efektif dan penggunaan teknologi secara optimal mampu meningkatkan mutu pelayanan publik, khususnya di tingkat desa. Penelitian ini diharapkan dapat menjadi referensi bagi pemerintah desa dalam merancang strategi peningkatan layanan berbasis penguatan kapasitas SDM dan transformasi digital.
