PENDEKATAN CROSS-PROGRAMMING SEBAGAI INTEGRASI FASILITAS PENGOLAHAN LIMBAH ORGANIK DAN FASILITAS PUBLIK DI PASAR INDUK KRAMAT JATI

Abstract
The Kramat Jati Wholesale Market area is one of the largest food distribution hubs in DKI Jakarta, generating significant amounts of organic waste on a daily basis. Irregular waste collection flows and the absence of on-site waste processing facilities have resulted in suboptimal waste management, leading to ecological pressure and potential health risks. Beyond waste-related issues, the market area also faces socio-spatial challenges associated with public facilities that have developed organically in response to user demands but are not adequately supported by spatial quality, strategic placement, and proper management, thereby creating potential conflicts with the market’s primary activities. This study aims to formulate an architectural design for an organic waste processing facility integrated with public facilities through a cross-programming approach as the main mechanism for combining technical and social functions within a single spatial system. The approach is positioned within a regenerative architecture framework to establish mutually supportive relationships between market activities, waste processing systems, and community life. The research employs a qualitative-descriptive method through field observations, activity mapping, stakeholder interviews, and a literature review related to waste management and spatial program integration. The design outcomes indicate that the application of cross-programming enables the controlled integration of organic waste processing facilities with public spaces such as environmental education areas, rest spaces, and social interaction zones. This integration not only improves the efficiency of waste processing flows but also enhances spatial quality and community engagement within the market area. The findings affirm that cross-programming represents a relevant design strategy for developing market areas as integrated spatial systems with ecological, social, and economic value in a sustainable manner.

Abstrak
Kawasan Pasar Induk Kramat Jati merupakan salah satu pusat distribusi pangan terbesar di DKI Jakarta yang menghasilkan timbulan limbah organik dalam jumlah signifikan setiap harinya. Ketidakteraturan alur pengumpulan serta ketiadaan fasilitas pengolahan limbah di dalam kawasan menyebabkan sebagian besar limbah tidak tertangani secara optimal, sehingga menimbulkan tekanan ekologis dan risiko kesehatan. Selain persoalan limbah, kawasan Pasar Induk Kramat Jati juga menghadapi permasalahan sosial-spasial terkait fasilitas publik yang berkembang secara organik mengikuti kebutuhan pengguna, namun belum didukung oleh kualitas ruang, penempatan, dan pengelolaan yang memadai sehingga berpotensi menimbulkan konflik dengan aktivitas utama pasar. Penelitian ini bertujuan merumuskan perancangan fasilitas pengolahan limbah organik yang terintegrasi dengan fasilitas publik melalui pendekatan cross-programming sebagai mekanisme utama penggabungan fungsi teknis dan sosial dalam satu sistem ruang. Pendekatan ini diposisikan dalam kerangka arsitektur regeneratif untuk menghasilkan hubungan yang saling mendukung antara aktivitas pasar, sistem pengolahan limbah, dan kehidupan komunitas. Metode penelitian yang digunakan bersifat kualitatif-deskriptif melalui observasi lapangan, pemetaan aktivitas, wawancara dengan pemangku kepentingan, serta kajian literatur terkait pengelolaan limbah dan integrasi program ruang. Hasil perancangan menunjukkan bahwa penerapan cross-programming memungkinkan integrasi fasilitas pengolahan limbah organik dengan ruang publik seperti area edukasi lingkungan, ruang istirahat, dan zona interaksi sosial secara terkontrol. Integrasi ini tidak hanya meningkatkan efisiensi alur pengolahan limbah, tetapi juga memperbaiki kualitas ruang dan keterlibatan komunitas pasar. Temuan penelitian menegaskan bahwa pendekatan cross-programming berpotensi menjadi strategi perancangan yang relevan dalam mengembangkan kawasan pasar sebagai sistem ruang yang memiliki nilai ekologis, sosial, dan ekonomi secara berkelanjutan.
