PERINGKAT FAKTOR-FAKTOR KETERLAMBATAN PROYEK PEMBANGUNAN GEDUNG BERTINGKAT AKIBAT PANDEMI COVID-19

Abstract

Delays are a common problem in the construction industry and create a major concern for project performance. With the announcement of the 2019 coronavirus disease pandemic, known as COVID-19, which hit Indonesia for the first time in March 2020, it led to the emergence of regulations to reduce the number of cases that created limitations, one of which led to social distancing and mass quarantines that stopped most activities. The effects of the pandemic on construction services include delays in delivery, a decline in labor productivity, the suspension of several ongoing projects, price increases, security concerns about the spread of the virus, and the transition to working from home. Data were collected through a literature study with a survey using a questionnaire to experts from the construction industry. For this purpose, 15 different procrastination factors were identified from several journals on delays. The purpose of this study is to identify whether the delay factors are affected by the pandemic, especially construction projects that occur in high-rise buildings in the Jabodetabek area, using the relative importance index method. The ranking of the delay factors is shown according to their level of influence in the pandemic, the first rank is obtained, the first rank is the shortage of materials and equipment and followed by several other factors. After knowing the factor rankings, it is hoped that it will help the construction sector have a good assessment of the main causes of delays during the pandemic.

Keterlambatan merupakan masalah yang umum terjadi di industri konstruksi dan menciptakan kekhawatiran utama untuk kinerja proyek. Dengan diumumkan adanya pandemi coronavirus disease 2019 atau dikenal dengan COVID19, yang melanda Indonesia pertama kali pada Maret 2020 menyebabkan munculnya peraturan guna menekan angka kenaikan kasus yang membuat keterbatasan, dimana salah satunya menyebabkan adanya social distancing dan karantina massal yang menghentikan sebagian besar kegiatan. Pengaruh pandemi terhadap jasa konstruksi diantaranya terjadi keterlambatan pengiriman, penurunan produktivitas tenaga kerja, penangguhan beberapa proyek yang sedang berlangsung, kenaikan harga, kekhawatiran keamanan tentang penyebaran virus, serta transisi untuk bekerja dirumah. Data dikumpulkan melalui studi literatur dengan survei menggunakan kuesioner kepada para ahli dari industri konstruksi. Untuk tujuan ini, 15 faktor penundaan yang berbeda diidentifikasi dari beberapa jurnal tentang keterlambatan. Tujuan dari penelitian ini adalah untuk mengidentifikasi apakah faktor-faktor keterlambatan terkena dampak dari adanya pandemi, terutama proyek konstruksi yang terjadi pada bangunan gedung bertingkat di daerah jabodetabek, dengan metode relative importance index. Peringkat faktor keterlambatan ditunjukkan sesuai dengan tingkat terpengaruh mereka pada pandemi, peringkat pertama didapat peringkat pertama adalah kekurangan material dan peralatan dan diikuti beberapa faktor lainnya. Setelah mengetahui peringkat faktor diharap membantu sektor konstruksi memiliki penilaian yang baik dalam penyebab utama keterlambatan saat pandemi berlangsung.
